PQ Framework - Transitional Arrangements
Introduction

The current framework for post-qualifying education and training in social work is deliverd through PQ consortia.  These are partnerships between social work agencies and higher education institutions, validated by the General Social Care Council (GSCC), to co-ordinate, assess and accredit professional post-qualifying education and training for qualified social workers.  At the moment, there are 20 such partnerships across England and Wales but these will cease to function by 2008 as the revised PQ framework becomes fully implemented and each of the current consortia is now working on its own arrangements for bringing its activities to a close and transferring responsibilities to the universities and colleges which are seeking approval from the GSCC to deliver new PQ courses.

As one system is brought to a close and another takes its place, there is, of course, a need to make particular arrangements, to ensure a smooth transfer between them.  These arrangements will be time-limited and are known as 'transitional arrangements'.  The GSCC has set out a timetable for these arrangements which will include:
 
 
(i) arrangements to close existing PQ Consortia;
(ii) arrangements to approve universities and colleges to design and deliver programmes of study, in partnership with employers, which will meet the revised requirements;
(iii) arrangements to encourage candidates who have registered within the current system to complete full awards before closure of consortia in 2008;
(iv)  arrangements to ensure that all candidates registered in the current system are withdrawn by 1 September 2008;
(v) arrangements to ensure that candidates who have completed a programme of study within the current system understand how these professional credits may be transferred into the revised framework so they do not feel that learning will need to be duplicated or that credit will be 'lost';
(vi) changes to funding arrangements both to support employers' plans for future workforce development and to support individual candidates to register for new programmes as part of their own professional development pathways.
