Service user and carer involvement is at the heart of the PQ framework.  Arrangements for user and carer participation will be an integral part of arrangements for regional, sub-regional, local planning and commissioning of programmes. 

The participation of those who use services will be an important feature of programme design and delivery.  This will include involvement in course planning, teaching and assessment. Academic institutions and employers will work together in developing systems to support and enable users of social care services and carers to make an effective contribution in all these areas.
